There were frequent occurrences of water meter bursts and pipe bursts in the Gusu District. Water leakage in Laoxin Village was particularly serious. After the Spring Festival, the Municipal Water Supply Company carried out the rectification of water supply facilities, completed the replacement of the remaining 11,307 water meters, completed 502 water tank rectifications, completed 612 rectifications of trough boards and external wall transverse pipes, and repaired more than 900 leakage points. At the same time, a survey was conducted on the forms and quantities of households in Laoxin Village and Laoxiang of the urban areas, and on-site surveys were conducted on the current status and damage of water tanks, cross tubes, channel plates, unit risers, and unit valves. Organize professional leak detection personnel to carry out a three-month pipeline network survey from south to north from the east to the west of the new village community, municipal roads, and old streets and alleys. According to the newly revised “Contingency Plan for Low-temperature Water Supply Protection in Winterâ€, the municipal water company will establish an early warning system based on actual conditions, which will be divided into three levels: advance notice, warning, and serious warning. The minimum temperature is between 0 degrees Celsius and minus 2 degrees Celsius as the notice level, the minimum temperature reaches minus 2 degrees Celsius (inclusive) to minus 5 degrees Celsius as the warning level, and the minimum temperature reaches minus 5 degrees Celsius (inclusive) and below as the severe warning level. Warning levels that last more than 3 days are upgraded to critical warning levels. The municipal water company will take countermeasures based on the level of early warning and start emergency work.
The “preplan†also divides the water supply area west of Sujiahang Expressway, east of Beijing-Hangzhou Grand Canal, north of Wuzhong Avenue, and south of National Highway 312 into 8 regions according to the key distribution areas of the pipeline network. The number of sub-lists, the status of their sub-district communities, and the situation of key guardianship areas. According to the requirements of the plan, each area is equipped with emergency repair personnel such as film length, vice film length, assistants, correspondents, warehouse management, Guanshui, plumbers, and so on.
