In a recent announcement, the Guangdong Provincial Development and Reform Commission, in collaboration with the Guangdong Provincial Department of Finance, released the "Notice on the Release of the 2009-2010 Provincial Fertilizer Off-season Business Reserve Plan." This document outlined the province's strategy for managing fertilizer reserves during the off-season period. According to the notice, the total amount of fertilizer that should be reserved at the provincial level for the 2009–2010 season is set at 100,000 physical tons. The responsibility for maintaining these reserves has been assigned to two companies: Shenzhen Baotian Ecological Engineering Co., Ltd. and Guangdong Agricultural Production Information Corporation. These firms are tasked with storing a specific quantity of both urea and compound fertilizers. The plan specifies that the total reserve consists of 80,000 tons of urea and 20,000 tons of compound fertilizer, with each company responsible for storing 40,000 tons of urea and 10,000 tons of compound fertilizer. The storage period for these fertilizers is divided into two phases: the first from May to June 2009, and the second from November 2009 to February 2010, making a total of six months. To support this initiative, the government has introduced a subsidy for the lightly stored chemical fertilizers, offering a fixed rate of 2,000 yuan per ton. Additionally, the interest rate for capital loans is based on the benchmark rate for six-month liquidity loans set by the People's Bank of China during the same period. It is worth noting that the management of the light-storage chemical fertilizers will be handled directly by the companies involved. This arrangement aims to ensure efficient and effective implementation of the reserve plan, while also providing financial incentives to support the industry during off-peak seasons. Overall, this initiative reflects the government's commitment to maintaining stable agricultural supply chains and supporting local businesses in their efforts to meet market demands.
