1 Cause of the accident

2 Transportation equipment management

2.1 Underground mine drainage equipment The mine must be equipped with 3 pumps. The installation of mechanical and electrical equipment in the water tank and pump house must comply with the provisions of Article 278 of the “Safety Regulations for Coal Mines”. The main drainage equipment should meet the following requirements: the pump must be equipped with a working, standby and overhaul water pump. The working water pump must ensure that the normal water inflow of the mine for 24 hours is discharged within 20 hours; the water pipe must be equipped with working and standby water pipes, and the working water pipe capacity should be able to work together. The pump will discharge the normal water inflow in the mine for 24h within 20h. The capacity of the spare water pipe should be matched with the maximum water inflow of the mine for 24h within 20h of the working and standby water pump; the power distribution equipment should be compatible with the work, standby and maintenance pumps. For mines with hidden dangers, a pump house with strong anti-disaster capacity can be added separately, and the performance should be measured once a year.

2.2 Lifting transport electrical and mechanical facilities

2.2.1 Vertical shaft and inclined shaft hoist shall be installed in strict accordance with the provisions of Article 427 of the “Safety Regulations for Coal Mines”. The safety devices shall meet the following requirements: First, prevent over-winding devices. The second is to prevent overspeed devices. The third is overload and undervoltage protection devices. The fourth is the speed limit device. The fifth is the depth indicator failure protection device. Sixth is the gate gap protection device. When the gate gap exceeds the specified value, it can automatically alarm and automatically power off. Seven is the rope protection device. Eight is the full warehouse protection device. When the wellhead coal bunker raised by the bucket is full, it can alarm in time and automatically cut off the electricity.

2.2.2 The number of layers of steel wire rope wound by the drum of the lifting device: First, the edge of the roller should be higher than the height of the outermost layer of wire rope, at least 2.5 times the diameter of the wire rope. Second, the drum must be provided with a pad with a rope groove. Third, the wire rope is transferred from the lower layer to the upper part of the upper layer (corresponding to the 1/4 length of the rope loop) and must be inspected regularly. For the existing winch without the rope groove liner, as long as the one-layer steel wire rope is used as the bottom rope on the roller plate, it can be used continuously.

2.2.3 The use of string trucks in inclined shafts to comply with the provisions of Article 370 of the “Safety Regulations for Coal Mines”. The wire rope and connecting device used in the lifting device must be inspected according to the regulations. The wire rope and the unqualified connecting device that are out of wear and rust are broken. It must be replaced in time. It is forbidden to use the lifting. The lifting of the bucket must be carried out with fixed weight. .

2.2.4 Wire rope traction belt conveyor transportation comply with the provisions of Article 374 of the “Safety Regulations for Coal Mines”: First, protective equipment must be installed and checked regularly. Second, in the inclined shaft, spring type or heavy hammer type brakes must be installed, and the performance of the brakes should meet the requirements.

2.2.5 The wire rope traction belt conveyor personnel shall comply with the following provisions: First, the distance between the conveyor belt and the top of the roadway shall not be less than 1.4m in the 20.0m section of the upper and lower personnel, and the vertical distance in the driving section shall not be Less than 1.0m. Second, the width of the conveyor belt should not be less than 0.8m, and the running speed should not exceed 1.8m/s. Third, the distance between the passengers must not be less than 4.0m. Fourth, the location of the upper and lower personnel should be provided with platform and lighting. There shall be no brackets or suspensions in the sections of the upper and lower persons. Fifth, the materials on the conveyor belt must be removed before transporting personnel. Sixth, emergency parking devices that can be operated by passengers or other personnel at any location throughout the length of the conveyor should be installed. Seventh, the steel cord belt conveyor should be equipped with a broken belt protection device.

2.2.6 The use of roller drive belt conveyors must use flame-retardant conveyor belts, lighting devices should be provided in the roadway; drive roller anti-skid protection, coal-filling protection and anti-deviation device must be installed; temperature protection, smoke protection and automatic should be installed Sprinklers and belt conveyors in the main transport lanes.

2.3 Coal mine power supply and underground electrical mines should have at least reliable two-circuit power lines. When any loop fails and the power supply is stopped, any other loop should be able to bear the full load of the mine. The underground power supply (distribution) station, the main drainage pump and the mining pumping station of the mining area in the underground shall not be less than two circuits. Main equipment such as main fan, lifting shaft hoist, and gas pump should be equipped with dual-loop power supply.

The operation, maintenance and repair of underground explosion-proof electrical equipment must meet the technical requirements of explosion-proof performance. Electrical equipment with impaired explosion-proof performance is strictly prohibited. The downhole cable must use a flame retardant cable with the MA (Coal Mine Safety) logo. The connection and laying of cables must comply with the following regulations: First, the cables must be suspended. Second, the cables suspended in horizontal roadways or inclined shafts should have proper sag and fall freely under accidental stress. Third, the distance between cable suspension points shall not exceed 3.0m in horizontal roadways or inclined shafts, and shall not exceed 6.0m in vertical shafts. Fourth, the cable laid along the hole must be fastened to the wire rope, and the hole must be installed with a casing. Electric coal drills must use integrated protection devices with leak detection, leakage lockout, short circuit, overload, phase failure, remote start and stop coal drill function. Downhole lighting and signaling devices must take comprehensive protection measures with short-circuit and over-load leakage protection.

2.4 Mine main fan unit The mine must be equipped with two sets of main fan units of the same capacity, one of which is reserved, and the spare fan must be able to start within 10 minutes. The performance of the ventilator must be 3a. The main ventilation area of ​​the mine must be equipped with anti-wind facilities, and the direction of wind flow in the roadway can be changed in time. The changed air supply should not be less than 40% of the normal air supply. The water room of the ventilator must be equipped with a water column meter, ammeter, voltmeter, bearing thermometer, etc. Wind power locking devices must be installed in the electrical equipment of the ventilator and the heading face.

3 Conclusion
