The 10th National People's Congress Standing Committee member and famous space expert Dai Zhenliang proposed that the 21st century frontier technology is supported by new materials.

On March 5, Dai Jinliang, a member of the Standing Committee of the 10th National People's Congress and a renowned space expert, spoke with reporters at the opening of the National People's Congress. He emphasized that the advancement of space technology in the 21st century heavily relies on breakthroughs in new materials. The successful launch of China’s "Shenzhou VI" manned spacecraft highlighted this point, showing that without innovative aerospace materials such as rocket propellants, special coatings, and advanced composites, progress in space exploration would be extremely challenging, let alone becoming a leading space power. Dai pointed out that the main causes of failures in some aerospace projects in developed countries are not due to control systems but rather material limitations. Many high-end materials used in China’s spacecraft, including those in the "Shenzhou VI," have reached international standards, ensuring the success of numerous space missions. However, continuous innovation is essential to meet the evolving demands of aerospace technology. Materials like specialized coatings, rubber seals, high-grade lubricants, and integrated chips must be developed and produced independently, as they cannot be imported from abroad. As a result, significant portions of China’s aerospace investments have been directed toward research and development of these critical high-tech materials. In addition to technological innovation, Dai stressed the importance of institutional reforms to support the development of new aerospace materials. At this NPC session, he plans to propose measures to accelerate the integration of military and civilian sectors in aerospace material production. In countries like the U.S., 80% of aerospace material production involves both military and civilian collaboration. In contrast, China's current level of integration remains low. During the "Eleventh Five-Year Plan" period, the government should promote this integration to reduce costs, enhance marketization, and improve the technical capabilities of manufacturing enterprises. Furthermore, leveraging the high-tech nature of aerospace materials can stimulate related industries, maximize national investment, and strengthen the country's overall strategic position. According to reports, over 90% of the mass of the "Shenzhou VI" spacecraft consisted of advanced chemical materials. In the draft outline of the "Eleventh Five-Year Plan for National Economic and Social Development," the government has identified key industrial projects focused on high-performance new materials needed for aerospace applications, highlighting the growing importance of material science in China's space ambitions.
