In the opinion of experts, the possibility of canceling the toll road policy is not very likely. According to the "Regulations on the Administration of Toll Roads (Revised Draft for Soliciting Opinions)", the expressways in the government toll roads are unified and repaid, and no specific charging period is stipulated. Instead, the actual period of repayment is used to determine the charging period. The franchise highway operation period is generally not more than 30 years. The highway with large investment scale and long return period can be agreed for more than 30 years. After the debt repayment period and the end of the operation period, maintenance management fees will be implemented.
This means that the highway may be charged for a long time. Regarding the rationality of long-term charges on expressways, Wang Tai, deputy director of the Highway Bureau of the Ministry of Transport, pointed out at the press conference on July 21 last year that through the full investigation and research on the functions, features and financial guarantees of expressways. Toll standard emphasizes "scientific and reasonable"

“If the cost of construction and operation of toll roads is very high, the toll rate standard may be higher, but this is in contradiction with the reduction of logistics costs.” Zhao Jian suggested that all localities should make plans according to local conditions to avoid blind construction.
