Last year, the CPPCC Petrochemical proposals were all resumed.

On the eve of the Fourth Session of the Tenth National Committee of the Chinese People's Political Consultative Conference (CPPCC), a reporter learned from the Proposal Office that, as of December 30, 2005, all proposals submitted by members during the Third Session of the Tenth CPPCC, held in March 2005, had been officially addressed. Among these, 52 proposals directly related to the petroleum and chemical industries were fully responded to, with feedback received from the proposers. According to an official at the Proposal Office, a total of 4,432 proposals were received during last year’s CPPCC meeting, with 52 of them focusing on the oil and chemical sectors. These proposals mainly covered economic planning, light and heavy industries, and other related fields. The number of industry-specific proposals at the Third Session was consistent with that of the Second Session, marking an increase of two compared to the First Session of the Tenth CPPCC. Compared to previous sessions, the proposals from last year placed greater emphasis on comprehensive national, regional, and industrial planning, as well as issues such as coal, electricity, transportation, regional economics, resource utilization, environmental protection, administrative monopolies, and safety production. One notable example was Proposal No. 2294, jointly submitted by 37 members including Xue Guanglin and Qiu Xiaohua. This was the largest individual proposal in terms of the number of signatories, calling for the introduction of market competition mechanisms and the promotion of reforms in the oil industry. Three other proposals also touched on similar themes. In response, the National Development and Reform Commission acknowledged the need for reform, stating that China’s current oil management system had many shortcomings. It emphasized that accelerating the reform of the oil sector was essential for improving the socialist market economy and fulfilling China’s WTO commitments. In February 2005, the State Council issued guidelines encouraging non-public capital to enter monopolistic industries, signaling a shift toward greater openness. The commission noted that it would conduct further research and consider the proposals comprehensively. Other proposals, such as "Recommendations for Establishing a 10-Million-Ton Coal-Based Synthetic Oil Base in Changzhi City and a 10,000-Ton-Scale Demonstration Plant for Coal Indirect Liquefaction" and "Proposal for the Construction of an Integrated Petrochemical and Chemical Project in Chongqing," also received detailed responses from relevant authorities. These developments reflect the growing attention being given to the energy and chemical sectors within China’s broader policy framework.
