Last year, the CPPCC Petrochemical proposals were all resumed.

On the eve of the Fourth Session of the Tenth National Committee of the Chinese People's Political Consultative Conference (CPPCC), a reporter learned from the Proposal Office that, as of December 30, 2005, all proposals submitted by members during the Third Session of the Tenth CPPCC, held in March of the previous year, had been officially addressed. Among these, 52 proposals directly related to the petroleum and chemical industries were fully responded to, with feedback received from the proposers. According to an official at the Proposal Office, a total of 4,432 proposals were received during last year’s CPPCC meeting, including 52 that focused on the oil and chemical sectors. These proposals mainly covered economic planning and both light and heavy industries. The number of industry-related proposals was consistent with the second session of the Tenth CPPCC, and two more than the first session of the same term. Compared to previous sessions, this year’s proposals placed greater emphasis on broader national and regional planning, as well as issues such as coal, electricity, transportation, regional economics, resource development, environmental protection, administrative monopolies, and safety production. For instance, Proposal No. 2294, jointly submitted by 37 members including Xue Guanglin and Qiu Xiaohua, was the most widely signed proposal. It called for introducing market competition mechanisms and advancing reforms in the oil sector. Three other proposals also touched on similar themes. In response, the National Development and Reform Commission acknowledged that China’s current oil management system has several flaws and emphasized the importance of accelerating reforms as part of improving the socialist market economy. It also highlighted China’s commitment to WTO obligations and openness. In February 2005, the State Council issued guidelines encouraging non-public capital to enter monopolistic industries, signaling a shift toward reforming state-controlled sectors. The commission noted that it would carefully consider the recommendations and work on preliminary preparations for the "Oil and Gas Law." Other notable proposals included one for building a 10-million-ton coal-based synthetic oil base in Changzhi City and a 10,000-ton demonstration plant for indirect coal liquefaction, as well as another for an integrated petrochemical project in Chongqing. All of these received formal responses from relevant authorities.
