2016 Emergency Response Guidebook

The U.S. Department of Transportation’s (USDOT) Pipeline and Hazardous Materials Safety Administration (PHMSA) recently released the 2016 Emergency Response Guidebook (ERG2016), offering a crucial resource for first responders, including firefighters and other emergency personnel, to manage hazardous materials incidents during the critical initial moments.

This updated guide is designed to help emergency workers quickly identify the risks associated with hazardous materials that may be involved in transportation accidents. It outlines essential safety measures and procedures to protect both responders and the public while working to contain the situation as efficiently as possible. PHMSA will distribute over 1.5 million free copies of the ERG2016 to firefighters, emergency medical technicians, and law enforcement officers nationwide.

The ERG2016 features an indexed list of dangerous goods, each identified by its four-digit United Nations number. It also provides general hazard information and recommended safety precautions for handling hazardous material incidents. The 2016 edition includes several key updates, such as expanded sections and additional guide pages specifically for absorbed gases.

Published every four years through a collaborative effort between the USDOT, Transport Canada, and Mexico’s Secretariat of Transport and Communications, the ERG2016 is available at no cost to all public safety agencies across the United States, including state, territorial, and Native American tribal organizations. These resources are distributed through designated state emergency management coordinators.

In addition to print versions, PHMSA has partnered with the National Library of Medicine (NLM) to offer a free smartphone version of the ERG2016. This mobile application, which will be available this spring, is part of the Wireless Information System for Emergency Responders (WISER), a tool developed by NLM to support emergency response efforts.

A digital copy of the ERG2016 can be accessed online, while physical copies are available for purchase through the U.S. Government Printing Office Bookstore and various commercial suppliers. This ensures that both emergency professionals and the general public have access to vital information on hazardous materials safety.
