On March 3, the NPC News Center reported that all 991 motions and 5,884 proposals, comments, and suggestions submitted by deputies during the Third Session of the Tenth National People's Congress have been addressed, with responses provided to the representatives. These proposals cover a wide range of legislative and policy issues, reflecting the concerns and priorities of China’s national lawmakers. Among the 991 motions, all were legal in nature, with many focusing on key areas such as petroleum legislation, the revision of fertilizer management regulations, and energy-related laws. Other significant bills included the Food Safety Law, Agricultural Product Safety Law, Intellectual Property Law, Circular Economy Promotion Law, and Anti-Unfair Competition Law. Several of these proposals were directly linked to the oil and chemical industries, with representatives from these sectors playing a central role in shaping the legislative agenda. The impact of these proposals is evident in the legislative process, with several laws being adopted, draft versions reviewed, or included in the National People's Congress legislative plans. For example, the State Council's Legal Affairs Office has drafted the "Draft Food Safety Law," while the revision of the "Food Hygiene Law" is currently underway and has been added to the NPC’s legislative schedule for this year. The "Agricultural Product Quality Safety Law (Draft)" was considered at the 18th session of the Standing Committee of the 10th NPC, and a report on its revision was presented at the February 25 meeting of the Standing Committee. Regarding the 5,884 proposals, four categories were identified: 1,502 issues have been resolved or are expected to be addressed soon; 2,347 have been accepted and incorporated into future plans or action items; 1,930 require further research due to current limitations; and 105 are under consideration for reference. Many of these proposals have already led to tangible outcomes. For instance, several representatives raised concerns about the severe pollution of the Qinshui River, highlighting the environmental damage caused by dozens of electrolytic manganese plants along the Hunan-Chongqing border. In response, General Secretary Hu Jintao issued two instructions, prompting the State Environmental Protection Administration to conduct on-site inspections and shut down heavily polluting enterprises in mid-September. These developments underscore the active role of the National People's Congress in addressing critical national issues through legislative action and policy implementation.
