Last year, the National People's Congress proposal was completed
On March 3, the NPC News Center reported that all 991 motions and 5,884 proposals, criticisms, and opinions submitted by deputies during the Third Session of the 10th National People's Congress have been officially addressed, with responses provided to the representatives. This marks a significant step in ensuring that the voices of the people’s representatives are heard and acted upon.
It is noted that all 991 motions were legal proposals, covering a wide range of legislative areas. Several key bills directly involved the oil and chemical industries, including petroleum legislation, revisions to fertilizer management regulations, and energy-related laws. Additionally, proposals related to food safety, agricultural product safety, intellectual property, circular economy, and anti-unfair competition laws were also under discussion. These issues were highlighted as major focuses for the chemical industry representatives.
The effectiveness of these proposals is evident in their impact on current legislative processes. For instance, the "Draft Food Safety Law" has been drafted by the State Council's Legal Affairs Office, while the revision of the "Food Hygiene Law" is currently underway and included in this year’s legislative plan. The "Agricultural Product Quality Safety Law (Draft)" was reviewed at the 18th session of the Standing Committee of the 10th NPC, and a report on its revision was presented during the February 25 meeting of the Standing Committee this year.
Among the 5,884 proposals, 1,502 have either been resolved or have clear plans for resolution in the near future. Of these, 2,347 have been adopted, with solutions developed or incorporated into future plans. Another 1,930 cases were identified as requiring further research and investigation before they can be addressed, while 105 were considered for reference. Many of these proposals have already contributed to real-world changes.
For example, several representatives raised concerns about the pollution of the Qinshui River, highlighting serious environmental issues caused by electrolytic manganese enterprises along the Hunan-Chongqing border. In response, General Secretary Hu Jintao issued two instructions in August last year. By mid-September, the State Environmental Protection Administration conducted on-site law enforcement and shut down several heavily polluting enterprises, demonstrating the tangible impact of representative input on policy and action.
